Site HSSE Manager

Job Description

Frijns Middle East is recruiting for a Site HSSE Manager to join our growing team in Mesaieed, Qatar. This is a full-time Site-based role with occasional visits to the workshop.

The Site HSSE Manager is responsible for overseeing and supporting all Health, Safety, Security and Environmental (HSSE) aspects of the construction project. Ensuring that site personnel adhere to regulatory requirements, client expectations, and industry best practices, while fostering a proactive safety culture across all phases of construction. The HSSE Manager will lead a team of safety officers and will be the focal point for all HSSE related matters for the client.

Responsibilities

• Ensure participation of Site induction programme by all people coming to Site and carry out this induction if necessary.
• Develop, integrate, and participate in Site HSSE training activities
• Administer and participate in the HSSE audit and inspection schemes being applied
• Audit and monitor all SUBCONTRACTOR(s) HSSE Programmes, advise the Discipline Supervisors, Field Superintendents and SUBCONTRACTOR Construction Managers of any shortfalls and provide specialist support
• Carry out daily inspections of all work areas to ensure compliance regarding Safe Working practices and application of HSSE programme and ensure discipline supervisors are maintaining their Subcontractor HSE performance
• Review with the Subcontractor’s management and Client, the requirement for applying Risk Assessments/Go no Go workshops and ensure understanding and agreement of these procedures
• Attend and input into the weekly Progress meetings and lead the weekly HSSE meeting with Subcontractor(s)
• Coordinate the investigation of any near misses, incident and accidents as necessary, and to ensure that remedial actions are agreed and implemented according to the project procedures
• Prepare monthly Project HSSE statistics and reports
• Communicate Accident Reports and lessons learned to Subcontractor and Client on occasion of any HSSE incident whether there is an actual injury or where an injury could have occurred. Immediately report verbally to Client Construction Manager, followed by written report
• Review work method statements, Job Safety Analysis (JSA) and lifting plans
• Ensure alignment of the FRIJNS HSSE management system with the Client’s HSSE procedures and fully implement it on site
• Provide HSSE leadership and promote a strong safety culture across all site activities
• Ensure HSSE training, induction, toolbox talks, and competency requirements are implemented for all personnel
• Participate in recruitment of Site HSSE officers and provide recommendations for management for hiring.
• Promote proactive hazard identification and continuous improvement in HSSE performance
• Interface with clients, third-party inspectors, and project teams to resolve HSSE issues proactively.
• Support junior staff performance and competency reviews

Skills and Qualifications

• Bachelor’s degree in public health (Occupational Health and Safety) or Professional certificate of safety officer or NEBOSH certified
• Minimum 12 years substantial experience with at least 2 years in a HSSE managerial role in Live Construction Site
• Has substantial level of skill and experience in applying worksite HSSE plans in regard to HSSE work practices and others HSSE procedures, standards requirement for worksite
• Understands the need for timely, concise and accurate reporting of HSSE performance statistics
• Excellent HSSE awareness and commitment including skill and knowledge in preparation and review of Method Statement, Job Safety Analysis and Risk Assessment
• Excellent interpersonal and communication skills in English is mandatory (verbal & written)
• Strong knowledge of local HSSE regulations, international standards, and client HSSE requirements
• Good team leadership in technical, interpersonal and communication skill
• Competence in incident investigation, root cause analysis, and corrective action management
• Strong leadership, communication, and coordination skills for managing interfaces between multiple subcontractors and stakeholders
• Ability to lead HSSE teams and influence safe behaviours across all levels of the organization
• Good knowledge of IT and digital tools applied to HSSE works
• Self-motivated/Self-directed.
• Hands on approach with ability to handle multiple activities simultaneously.
• Always act ethically and with the utmost integrity
• Strong work ethics, be able to work under pressure and with different priorities
